Known for its more than a thousand murals, the Californian city has turned its walls into a tool for engagement. Its street art is rooted in African-American history and the civil rights struggles of the 1950s and 1960s, when West Oakland, birthplace of the Black Panther Party, became a hub of creation and memory. That activist tradition resurfaced after the Black Lives Matter protests, with portraits of George Floyd and Breonna Taylor painted along Broadway and 15th Street.

Downtown holds the Walls of Justice route, devoted to civil rights figures such as Martin Luther King, John Lewis and local icon Angela Davis, running from 7th Street to around 42nd along Broadway. To the north, the historic Temescal district lines its painted walls along Telegraph Avenue, while West Oakland blends memorial murals with Afrofuturism. The warehouses of Jack London Square regularly host new large-format pieces.

The scene relies on established muralists. André Jahmora, known as Natty Rebel, leads the Bay Area Mural Program and treats public art as community action. Chilean-born Pancho has painted over two hundred murals in the area, while Refa One has developed an internationally praised aerosol calligraphy over decades, alongside David Burke and Vanessa Solari Espinoza. The 2018 Oakland Mural Festival gathered collectives such as Trust Your Struggle.
